Agreement on 11 states.

Four Parties have decided to go for 11 federal province in New constitution along with mixed form of government. But they left the naming and demarcation of territory in states to be decided later. Naming will be done by the province themselves while demarcation will be left to a federal commission. With this agreement, UML has decided to join the current government as agreed before in five point deal to make the first National Consensus government led by Baburam Bhattarai.
Also parties have decided to go for mixed form of governance with power shared between directly elected President and PM from Parliament. But the power division among PM and President is to decided through discussion in dispute resolution sub-committee of Constitutional Committee.
However, Madhesi Morcha has expressed reservation in the agreement but made it clear that it won't obstruct the constitutional drafting process.
With this agreement, the probability of new constitution to be drafted by Jestha 14 is getting more likely. 
Different Agitating groups have been keenly eying on the four party meetings, and for their response, we need to wait for sometime. Among them, Indigenous Group has termed the 11 state agreement as incomplete federalism and vowed to protest against it. They also stated the agreement as a ploy to build a incomplete constitution. More statement for the agreement will be out by far tomorrow.
